Define the statement the evidence must support.
Start with the actual decision: statutory noise-code evidence, contractual acceptance, accommodation-comfort review, diagnostic investigation, repair verification or an informative baseline. Identify the requirement owner and the party authorised to accept the result. A measurement provider can report observations and a stated comparison, but should not imply flag, class, owner or yard acceptance without an explicit project basis.
Applicability must be recorded, not assumed from a search phrase. Vessel type, gross tonnage, build or contract date, flag implementation, class notation and the approved technical specification can change the governing route. When a requirement is voluntarily adopted or used only as a diagnostic reference, the report should say so plainly rather than presenting it as a statutory obligation.

Use the onboard-noise survey service for room-noise and Code-related scopes. Use ship sound-insulation testing for source-room/receiving-room performance. The quantities, uncertainty contributors and acceptance bases are not interchangeable.
Preserve the measured quantity before evaluating it.
Every evaluated result should retain its location or test-pair ID, operating run, date and time, instrument set, method, units, averaging or rating process and any correction. Keep the observed value separate from rounded, corrected, derived and single-number results. For onboard noise, identify whether the value is an A-weighted equivalent level, C-weighted level, octave-band result or another defined quantity. For insulation, retain the frequency-band data and the agreed rating quantity.

Rounding is part of the reporting rule, not a hidden adjustment. Record both the unrounded calculation retained in the controlled worksheet and the value presented in the report where the governing method requires a stated resolution.
Identify what could materially change the reported result.
The relevant contributors depend on the measurement question. Common contributors include instrument performance, calibrator and field checks, microphone position, spatial variation, time variation, background sound, environmental conditions, machinery loading, vessel speed, HVAC state, source stability, reverberation measurement, receiving-room background correction and repeatability. Listing contributors is not the same as calculating a defensible uncertainty value.

Repeatability observed during one attendance and measurement uncertainty are related but not identical. Repeating a reading without changing position or operating condition tests only part of the measurement process. Reproducibility across operators, instruments, days or achievable vessel states can be wider. The record should therefore identify what was repeated and which sources of variation were not sampled.
Document correlations and avoid counting the same effect twice. If the scope does not require or support a numerical uncertainty statement, state the practical limitations and variability evidence instead of inventing a number.
Agree how uncertainty affects conformity before issuing the statement.
A decision rule describes how measurement uncertainty is considered when stating conformity with a requirement. It may be prescribed by regulation, a standard, contract, flag, class, laboratory procedure or an agreement with the customer. The selected rule changes the risk of false acceptance and false rejection. Record the rule, its source, any guard band and the party that agreed it.

Where the governing document already defines rounding, reporting or conformity treatment, follow that route and cite it. Where it does not, the report recipient should understand the selected rule and the associated risk before results are released. A post-measurement rule chosen only because it changes the outcome is not a controlled decision process.
Do not apply a generic ± value or silently subtract uncertainty from a shipboard noise result. The IMO Code gives specific measurement and uncertainty context; the controlling project documents and authorised reviewer determine the conformity route.
Check vessel and environmental conditions before interpreting the margin.
The IMO Code on Noise Levels on Board Ships includes operating conditions, environmental conditions, measurement procedures, calibration, measurement uncertainty, maximum levels and a Noise Survey Report format. Its uncertainty section notes that onboard measurement uncertainty depends on technique and environmental conditions. A near-limit result therefore needs its achieved propulsion, machinery, HVAC, doors, furnishings, water depth, weather and extraneous-noise evidence kept with the reading.

Sound-insulation testing combines source-room, receiving-room, background and reverberation evidence before a single-number quantity is reported. Uncertainty can be influenced by source and microphone positions, room conditions, background correction, reverberation measurement, flanking transmission and the rating procedure. A laboratory product rating must not be presented as the field result for a completed ship construction.

Separate real improvement from changed test conditions.
A retest should repeat the location or test pair, instrument configuration, source and microphone positions, operating run, HVAC state, doors, furnishings, background conditions, durations and calculation route as closely as practicable. Record every difference. If the before-and-after change is similar to normal variability or the relevant uncertainty, report that limitation instead of claiming a definite acoustic improvement.

A retest can answer whether the agreed requirement is met under the new condition even when it cannot prove the size of improvement from the baseline. Treat those as separate questions. If propulsion load, room completion, source-room geometry or background conditions changed materially, retain the result as a new acceptance observation and limit any before-and-after claim.
Use a new baseline when a substantial configuration change makes direct comparison inappropriate. Keep diagnostic observations, measured change and formal acceptance as separate statements.
Make the final wording traceable and proportionate.
- The requirement, clause, revision and acceptance owner are identified.
- The reported quantity, unit, rounding and derivation are unambiguous.
- Operating, environmental and room/test-pair conditions are attached to the result.
- Relevant uncertainty contributors and evaluation boundaries are recorded.
- The decision rule and any guard band are documented before the conformity statement.
- Near-limit results, deviations and non-comparable retests are visible.
- Measured facts, engineering interpretation and reviewer acceptance are separated.
- No accreditation, class, flag, supplier approval or customer outcome is implied without evidence.
