Do not close a crew-environment finding merely because a thermostat was adjusted or one noise reading fell. Freeze the decision basis and baseline, identify the suspected mechanism, assign an authorised control owner, record the installed change, and repeat the decision-relevant measurement under matched conditions. Thermal-comfort indices and personal noise-exposure metrics remain separate throughout.

01 · DECISION BOUNDARY

Keep comfort and exposure on separate evidence tracks.

A ship thermal-comfort survey evaluates a moderate thermal environment using the agreed environmental and personal inputs. A personal noise-exposure assessment follows representative work, tasks or a job group through time. The same voyage, watch, HVAC state or machinery event may affect both, but neither result is a substitute for the other.

Before selecting an action, state the decision owner, governing contract or standard, affected space or work group, baseline result, uncertainty and limitations. Do not create a combined red-amber-green score that hides which metric changed. A temperature complaint may require airflow, radiant or humidity evidence; a noisy room may contribute little to daily exposure if entry is brief, while a repeated task in several locations may dominate the personal total.

02 · BASELINE FINDING

Freeze the evidence that justified action.

Retain the report revision, measurement date, instrument identifiers, calibration and field-check status, vessel operating condition, weather where relevant, occupancy, watch or task pattern, sampling duration, calculation method and uncertainty. Identify whether the finding is a measured exceedance, an agreed comfort shortfall, a diagnostic observation, an unresolved complaint or an information gap.

The crew-environment field record provides the earlier planning and measurement chain. The corrective-action record begins only after that chain is reviewable. If the baseline is not representative, correct the measurement strategy before committing to a permanent change. Never present a blank record as completed vessel evidence.

03 · THERMAL DIAGNOSIS

Identify which input or mechanism plausibly drives discomfort.

Dry-bulb temperature is only one input. Review air temperature, mean radiant temperature or the agreed radiant proxy, air speed, relative humidity, vertical and local variation, clothing and metabolic assumptions, exposure time and occupant distribution. Record HVAC setpoints and control mode, supply and return condition, grille state, recirculation, fresh-air configuration, solar or machinery heat load, door position and neighbouring-space influence.

Separate a system-wide capacity or balance issue from a local draft, radiant surface, control-sensor location, blocked terminal, transient heat load or expectation mismatch. Coordinated IAQ or ventilation measurements may help identify an air-path problem, but pollutant results do not establish thermal comfort. Map each hypothesis to a discriminating observation rather than adjusting several parameters at once.

04 · THERMAL CORRECTIVE ACTION

Define the intended effect and unintended consequence before work.

Actions can include control tuning, sensor review, air balancing, diffuser adjustment, maintenance, insulation or radiant shielding, local air movement, heat-load reduction, zoning review or a design change. The responsible designer, equipment maker, owner, yard or authorised reviewer determines whether calculations, drawings, commissioning procedures or approval are required. A survey finding does not itself authorise a modification.

For each proposed action, record the target input or spatial pattern, the predicted effect, other spaces or systems that could be affected, energy or condensation risk, access and safety controls, acceptance route and planned verification state. Temporary operational measures should be identified as temporary and should not be represented as proof that the underlying system has been corrected.

05 · PERSONAL-EXPOSURE DIAGNOSIS

Find the task and duration that drives the personal result.

Retain the chosen full-day, task-based or job-based measurement strategy and the population it represents. Review the time history with the observation log: machinery state, alarms, tool use, maintenance steps, location changes, communication, breaks, hearing-protection use and unusual events. State the exposure metric, time basis, frequency weighting, exchange or doubling rule if applicable, threshold or criterion settings where used, and calculation route. Do not combine results produced under incompatible conventions.

Distinguish personal exposure from area level. A spot measurement can locate a source or support control design, but cannot replace the representative duration evidence needed for a worker exposure result. ISO 9612:2025 does not determine exposure at the ear beneath hearing protectors; any protector assessment needs its own applicable method, fit evidence and declared assumptions.

06 · NOISE CONTROL SELECTION

Prioritise source and path controls with a measurable target.

Use the applicable hierarchy and project authority: eliminate or reschedule unnecessary exposure where practicable, reduce noise at source, interrupt the transmission path, isolate people through layout or remote operation, improve work planning and access time, and manage residual risk with a valid hearing-conservation and protection route. The practical order depends on safety, vessel operation and the governing requirement.

Link each action to the task, source, path or duration it should change. State whether the target is a reduced source level, a lower task level, less time in a zone, fewer occurrences, improved enclosure performance or a lower calculated personal exposure. Hearing protection must not be credited through a generic catalogue attenuation figure without the selected method, compatibility, condition, fit and user factors required by the governing programme.

07 · INSTALLED CHANGE EVIDENCE

Record what was actually changed, not only what was recommended.

Close-out evidence should identify the approved instruction, drawing or procedure, location, component and setting; responsible installer; completion date; photographs or records; deviations from the proposal; commissioning checks; and the configuration left in service. For operational controls, record the approved work instruction, crew communication, effective date, supervision and how compliance will be observed.

A recommendation and an installed condition are different states. If work differs from the proposed action, reassess the predicted effect and retest plan. Where several changes were installed together, causal attribution becomes weaker; report that limitation instead of assigning the entire measured improvement to one item.

08 · MATCHED VERIFICATION

Repeat the decision-relevant condition and quantify comparability.

For thermal verification, match or document the space, occupied-zone locations, sensor type and height, averaging period, HVAC configuration, setpoints, doors, occupancy, external weather, heat loads, clothing and activity assumptions. Report each environmental input and local-discomfort observation, not only a final index. A result in an empty cool ship may not verify an occupied warm-weather complaint.

For personal-noise verification, match or technically represent the worker group, tasks, machinery state, route, tool, duration, occurrence frequency, measurement strategy, instrument settings and calculation convention. Separate measured level reduction from changed time allocation. If the action affects only one task, recalculate the complete personal exposure using valid inputs and disclose what was assumed rather than claiming a full-shift result from a short check.

09 · REPORT RELEASE

State what is verified, what is conditional and who accepts it.

The report should preserve baseline and retest results, uncertainty or repeatability relevant to the decision, condition differences, action evidence, residual findings and limitations. Classify each action as verified for the tested state, partially verified, not verified or not tested. Do not extrapolate a single cabin, task, season, operating mode or crew pattern to the full vessel without evidence.

Record the technical reviewer and the owner, yard, maker, class or flag route only where actually engaged. Vessel Doctor can document measurements and technical findings but does not claim another organisation's approval or acceptance. Operational release, drawing approval, statutory acceptance and occupational-health decisions remain with their authorised parties.

Confirm the governing edition and project basis.

  • ISO 7730:2025 addresses analytical evaluation of general and local thermal comfort in moderate environments.
  • ISO 7726:2025 specifies instrument characteristics and methods for measuring physical quantities that characterise a thermal environment.
  • ISO 9612:2025 addresses occupational noise-exposure measurement, three measurement strategies, observation of exposure conditions and result uncertainty.
  • IMO resolution MSC.337(91) contains the Code on Noise Levels on Board Ships, including measurement, exposure, hearing-conservation and reporting provisions within its application.

These sources do not create one universal pass/fail rule for every vessel, crew member or contract. Confirm the applicable flag, class, owner, yard, occupational-safety, contractual and medical routes. IACS does not approve suppliers.
